The project aims to support the Serbian Ministry of Interior (MoI) in the development of in-depth organizational management capacities in two key areas of the forthcoming policy focus, namely strategic management and EU integration, with the overall goal to contribute to increasing the cost-efficiency, thus directly enhancing public safety, transparency, and most importantly EU accession efforts.
In May 2018, the project continued to build on the results achieved through addition of another component – creation of conditions for introduction of a performance management system. Following the complex organizational changes and investments made by the Ministry of Interior over the last several years, performance management has been identified as a key requirement for reform, in line with the overall government objectives.

1. To assist the Serbian MOI in building up a functioning and locally owned full strategic management capacity, including analysis, planning, monitoring and evaluation, with focus on the bottom-up capacity at lower organizational & management levels, in areas such as planning, monitoring and evaluation and organizational development;
2. To provide direct assistance to the MOI in advancing all its functions and capacity related to the EU accession processes, especially those relating to Chapter 23 & 24 of the Acquis communautaire, towards a more integrated and effective process;
3. To increase the organisational effectiveness of the MOI through the introduction of Performance Management at both organisational and individual level.
